Mission
The Antigua & Barbuda Pharmaceutical Manufacturing Advisory Group exists to close a critical gap in the Eastern Caribbean’s health and economic infrastructure: the near-total absence of regional pharmaceutical manufacturing capacity. Our mission is to establish Antigua & Barbuda as the anchor point for a resilient, world-class pharmaceutical manufacturing ecosystem — one built on international regulatory standards, sustainable investment structures, and deep public-private partnership with the Government of Antigua & Barbuda. We believe that true health security for small island states cannot depend indefinitely on imported supply chains vulnerable to global disruption. By building local capability in secondary packaging, contract development and manufacturing (CDMO) operations, and advanced biologics production, we aim to position the nation not as a peripheral market for pharmaceuticals, but as a producer and exporter of them.
Our Ultimate Goal
At the center of this mission is a plan to develop a best-in-class Pharmaceutical Manufacturing Campus in Antigua & Barbuda. This campus is conceived not as a single-nation endeavor, but as the founding node of a broader CARICOM manufacturing network, with a scalable model that other member states can adopt or plug into as demand grows. Beyond its industrial output, the campus is designed to seed a genuine STEM innovation hub for the region: creating high-skill jobs, training local scientific and engineering talent, and drawing university, research, and development partnerships that keep intellectual capital in the Caribbean rather than exporting it. In this way, the initiative is as much about building regional human capital and innovation infrastructure as it is about pharmaceutical output — a long-term investment in the Caribbean’s capacity to compete on the global stage.

The Antigua & Barbuda Pharmaceutical Manufacturing Advisory Group invites all fifteen CARICOM states to help build a regional pharmaceutical manufacturing network — starting with a flagship campus in Antigua & Barbuda, strengthening health security, and creating high-skill STEM careers across the Caribbean.
